A bill to be entitled
2An act relating to the Johnnie B. Byrd, Sr., Alzheimer's
3Center and Research Institute; amending s. 1004.445, F.S.;
4providing term limits for certain members of the board of
5directors; providing for staggered terms for certain
6members of the board of directors; providing an effective
7date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Paragraph (b) of subsection (2) of section
121004.445, Florida Statutes, is amended to read:
13     1004.445  Johnnie B. Byrd, Sr., Alzheimer's Center and
14Research Institute.--

16     (b)  The affairs of the not-for-profit corporation shall be
17managed by a board of directors who shall serve without
18compensation. The board of directors shall consist of the
19President of the University of South Florida and the chair of
20the State Board of Education, or their designees, five
21representatives of the state universities, and nine
22representatives of the public who are neither medical doctors
23nor state employees. For the purpose of staggering terms for
24reappointment, five of the nine representatives of the public
25shall be appointed to terms of 1 year each, and four shall be
26appointed to terms of 2 years. Each director who is a
27representative of a state university or of the public shall be
28appointed to serve a term of 3 years. A director may not serve
29more than two consecutive terms, except for the President of the
30University of South Florida and the chair of the State Board of
31Education, or their designees. The chair of the board of
32directors shall be selected by a majority vote of the directors.
33Each director shall have only one vote. Of the five university
34representatives, one shall be appointed by the Governor, two by
35the President of the Senate, and two by the Speaker of the House
36of Representatives; and of the nine public representatives,
37three shall be appointed by the Governor, three by the President
38of the Senate, and three by the Speaker of the House of
39Representatives. Any vacancy in office shall be filled in the
40same manner as the original appointment. Any director may be
41reappointed.
42     Section 2.  This act shall take effect July 1, 2007.
