1	A bill to be entitled
2	An act relating to specialty license plates; amending ss.
3	320.08056 and 320.08058, F.S.; creating an Out-of-State
4	Collegiate license plate; providing for the distribution
5	of annual use fees received from the sale of such plates;
6	providing an effective date.

8	Be It Enacted by the Legislature of the State of Florida:

10	Section 1.  Paragraph (iii) is added to subsection (4) of
11	section 320.08056, Florida Statutes, to read:
12	320.08056  Specialty license plates.--
13	(4)  The following license plate annual use fees shall be
14	collected for the appropriate specialty license plates:
15	(iii)  Out-of-State Collegiate license plate, $40.
16	Section 2.  Subsection (61) is added to section 320.08058,
17	Florida Statutes, to read:
18	320.08058  Specialty license plates.--
19	(61)  OUT-OF-STATE COLLEGIATE LICENSE PLATES.--
20	(a)  The department shall develop out-of-state collegiate
21	license plates as provided in this section for state and
22	independent universities located outside this state. Any out-of-
23	state collegiate license plate created or established must
24	comply with the requirements of s. 320.08053. The license plates
25	must bear the colors and design approved by the department as
26	appropriate for each university. The word "Florida" must be
27	stamped across the bottom of the plate in small letters.
28	(b)  The annual use fees shall be distributed to the
29	Department of Education and deposited in the State Student
30	Financial Assistance Trust Fund, created by s. 1010.73. Such
31	fees in the trust fund shall be divided equally between:
32	1.  Scholarships to students enrolled in the university for
33	which the plate is issued who have committed to teach in public
34	schools in this state; and
35	2.  Scholarships to students who are residents of this
36	state and have committed to teach in public schools in this
37	state.
38	Section 3.  This act shall take effect July 1, 2007.
