15 On page 7, between lines 23 and 24,

17 insert:
18 Section 4. Subsection (3) of section 1009.25, Florida
19 Statutes, is amended to read:
20 1009.25 Fee exemptions.--
21 (3) At the discretion of the community college board
22 of trustees, each community college is authorized to grant
23 student fee exemptions from all fees adopted by the State
24 Board of Education and the community college board of trustees
25 for up to 1 percent of the community college's prior year
26 full-time equivalent students or 40 full-time equivalent
27 students, whichever is greater, to students whose enrollment
28 addresses priorities of the community college and to students
29 who have graduated from a Florida public high school and who
30 attended a Florida public high school for 3 years at each
31 institution.

11 An act relating to community colleges; amending
12 s. 1001.64, F.S.; providing for community
13 colleges that grant baccalaureate degrees to
14 remain under the authority of the State Board
15 of Education with respect to specified
16 responsibilities; providing that the board of
17 trustees is the governing board for purposes of
18 granting baccalaureate degrees; providing
19 powers of the boards of trustees, including the
20 power to establish tuition and out-of-state
21 fees; providing restrictions; requiring
22 policies relating to minimum faculty teaching
23 hours per week; amending s. 1007.33, F.S.;
24 authorizing a community college to develop
25 proposals to deliver baccalaureate degree
26 programs in math and science which would
27 prepare graduates to enter certain professions;
28 removing a requirement that proposals for a
29 baccalaureate degree program be submitted to
30 the Council for Education Policy Research and
31 Improvement for review and comment; providing
