12 (Rich) recommended the following amendment to amendment
13 (210298):

15 Senate Amendment (with directory and title amendments)
16 On page 1, between lines 20 and 21,

18 insert:
19 (3) The agency shall have the following powers,
20 duties, and responsibilities with respect to the pilot
21 program:
22 (e) To implement policies and guidelines for phasing
23 in financial risk for approved provider service networks over
24 a 3-year period. These policies and guidelines must include an
25 option for a provider service network to be paid
26 fee-for-service rates. For any provider service network
27 established in a managed care pilot area, the option to be
28 paid fee-for-service rates shall include a savings-settlement
29 mechanism based on a weighted blend of two-thirds of the fully
30 risk-adjusted rates for individual enrollees described in
31 subsection (8) and one-third of the current rates developed

1 under s. 409.9124 that is consistent with s. 409.912(44). This
2 model shall be converted to a risk-adjusted capitated rate no
3 later than the beginning of the fourth year of operation, and
4 may be converted earlier at the option of the provider service
5 network. Federally qualified health centers may be offered an
6 opportunity to accept or decline a contract to participate in
7 any provider network for prepaid primary care services.
