  1                      A bill to be entitled
  2         An act relating to spending by local
  3         governments; requiring each local government to
  4         create a document annually to inform residents
  5         about its spending; requiring that the document
  6         contain information about certain fees;
  7         providing for distribution of the document to
  8         the residents of the local government;
  9         providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

13         Section 1.  (1)  This act may be cited as the "Truth in
14  Government Spending Act."
15         (2)  Each local government shall create and update each
16  year a document that is designed to inform residents of the
17  local government about the spending of the local government
18  over the past year. At a minimum, the document must contain
19  specific data about the impact fees, surcharges, user fees, or
20  other similar fees that the local government charged in the
21  prior year in comparison to the current year. If the amount of
22  any fee is larger or smaller in the current year than in the
23  prior year, the document must contain the percentage by which
24  the fee increased or decreased. The document must be created
25  on or before February 1 of each year.
26         (3)  Each local government shall provide copies of each
27  document created under subsection (2) to its residents by
28  mailing through the United States mail, sending through
29  e-mail, posting on an Internet website, or distributing at a
30  public event.
31         Section 2.  This act shall take effect July 1, 2007.
