  1                      A bill to be entitled

  2         An act relating to the competitive solicitation

  3         of contracts; amending s. 287.057, F.S.;

  4         requiring that additional types of contracts by

  5         state agencies be procured by competitive

  6         solicitation; providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  Subsection (27) is added to section

11  287.057, Florida Statutes, to read:

12         287.057  Procurement of commodities or contractual

13  services.--

14         (27)  An agency must procure a contract by competitive

15  solicitation if the contract authorizes a contractor to use

16  governmental authority to provide a service to public or

17  private entities or authorizes a contractor to use government

18  property for the purpose of selling goods or services and if,

19  over the contract term, the sum of estimated gross revenues to

20  be generated under the contract for the state, the contractor,

21  or both exceed the threshold amount for CATEGORY TWO in s.

22  287.017.

23         Section 2.  This act shall take effect July 1, 2007
