Reallocates water project funds by reducing $3 
million from the Indian River Lagoon Issues Team, $3 
million from the Lower St. Johns River Basin 
Initiative, and $1 million from the Phillippi Creek 
Septic System Replacement projects, to increase 
funding for the Miami River Dredging project from $2 
million to $9 million.
