12 Appropriations (Webster) recommended the following amendment:

14 Senate Amendment (with title amendment)
15 On page 7, between lines 3 and 4,
16
17 insert:
18 Section 2. Paragraph (iii) is added to subsection (4)
19 of section 320.08056, Florida Statutes, and subsection (6) of
20 that section, is amended to read:
21 320.08056 Specialty license plates.--
22 (4) The following license plate annual use fees shall
23 be collected for the appropriate specialty license plates:
24 (iii) Support Our Troops license plate, $25.
25 (6) Specialty license plates must bear the design
26 required by law for the appropriate specialty license plate,
27 and the designs and colors must conform to the department's
28 design specifications. In addition to a design, the specialty
29 license plates may bear the imprint of numerals from 1 to 999,
30 inclusive, capital letters "A" through "Z," or a combination
31 thereof. The department shall determine the maximum number of

1 characters, including both numerals and letters. All specialty
2 license plates must be otherwise of the same material and size
3 as standard license plates issued for any registration period.
4 A specialty license plate may bear an appropriate slogan,
5 emblem, or logo in a size and placement that conforms to the
6 department's design specifications. The sponsoring
7 organization's Internet domain name may appear on the plate.
8 Section 3. Subsection (61) is added to section
9 320.08058, Florida Statutes, to read:
10 320.08058 Specialty license plates.--
11 (61) SUPPORT OUR TROOPS LICENSE PLATES.--
12 (a) The department shall develop a Support Our Troops
13 license plate as provided in this section. The plate must bear
14 the colors and design approved by the department and must
15 contain the "Support Our Troops" mark of Support Our Troops,
16 Inc. The word "Florida" must appear at the top of the plate
17 and the words "Support Our Troops" must appear at the bottom
18 of the plate. The field of the plate may be colored.
19 (b) The annual use fees from the plate shall be
20 distributed to Support Our Troops, Inc., to be used for the
21 benefit of Florida troops and their families in accordance
22 with its articles of incorporation. Support Our Troops, Inc.,
23 shall receive the first $60,000 of the use fees to offset
24 startup costs for developing and establishing the plate.
25 Thereafter, the department shall distribute the annual use
26 fees as follows:
27 1. Twenty-five percent shall be distributed to Support
28 Our Troops, Inc., to offset marketing, administration, and
29 promotion costs.
30 2. Of the remaining 75 percent, 65 percent shall be
31 distributed to Support Our Troops, Inc., and 35 percent shall

1 be distributed to the State Homes for Veterans Trust Fund
2 within the Department of Veterans' Affairs State Homes.
