12 Appropriations (Diaz de la Portilla) recommended the following
13 amendment:

15 Senate Amendment (with title amendment)
16 On page 5, between lines 13 and 14,
17
18 insert:
19 Section 3. Before eliminating gravel or stone roofing
20 systems in the Florida Building Code, the Florida Building
21 Commission shall determine and document:
22 (1) Whether there is a scientific basis or reason for
23 eliminating this option;
24 (2) Whether there is an available alternative that is
25 equivalent in cost and durability;
26 (3) Whether eliminating this option will unnecessarily
27 restrict or eliminate business or consumer choice in roofing
28 systems; and
29 (4) In consultation with the Fish and Wildlife
30 Conservation Commission, whether eliminating this option will
31 negatively affect the nesting habitat for any species of

2 Section 4. Paragraph (d) of subsection (7) of section
3 468.609, Florida Statutes, is amended to read:
4 468.609 Administration of this part; standards for
5 certification; additional categories of certification.--
6 (7)
7 (d) A newly employed or hired person may perform the
8 duties of a plans examiner or building code inspector for 120
9 90 days if a provisional certificate application has been
10 submitted if, provided such person is under the direct
11 supervision of a certified building code administrator who
12 holds a standard certification and who has found such person
13 qualified for a provisional certificate. However, Direct
14 supervision and the determination of qualifications under this
15 paragraph may also be provided by a building code
16 administrator who holds a limited or provisional certificate
17 in a any county having with a population of fewer less than
18 75,000 and in a any municipality located within such a county.
