| 5 | Section 8.  The Department of Education shall implement and | 
| 6 | manage the Innovative Teaching for the 21st Century (IT-21) | 
| 7 | Program as an integrated, statewide system to deliver technology | 
| 8 | solutions to teachers. The department shall: | 
| 9 | (1)  Implement the program to provide education technology | 
| 10 | solutions, including applicable services for eligible teacher | 
| 11 | participants. | 
| 12 | (2)  Define the policies and procedures to improve teacher | 
| 13 | technology proficiency and ensure maximum teacher utilization of | 
| 14 | available education technology solutions, including applicable | 
| 15 | services. |

| 17 | (3)  Determine the school district or districts and/or | 
| 18 | intradistrict or multidistrict programmatic segments in which | 
| 19 | the IT-21 Program will be established based on criteria | 
| 20 | developed by the department. | 
| 21 | (4)  Determine eligible education technology solutions and | 
| 22 | applicable services. Options may include notebook computers, | 
| 23 | digital projectors, interactive whiteboards, other peripheral | 
| 24 | equipment, instructional devices, and protective cases. Services | 
| 25 | shall include delivery, installation, technical support, and | 
| 26 | maintenance and shall also include appropriate professional | 
| 27 | development for teachers and administrators. Eligible computers | 
| 28 | must contain appropriate hardware and software for improving | 
| 29 | instruction and may provide efficient operations for Sunshine | 
| 30 | Connections. Products purchased shall employ a solution for data | 
| 31 | protection and asset recovery. | 
| 32 | (5)  Conduct competitive procurement for all eligible | 
| 33 | education technology solutions and applicable services. | 
| 34 | Contracts resulting from the competitive procurement process | 
| 35 | shall delineate the timeframe for the delivery of goods and | 
| 36 | services to the eligible districts. Contracts may include | 
| 37 | district-specific or programmatic-specific specifications. The | 
| 38 | department may enter into multiple contracts for the delivery of | 
| 39 | goods and services to enable teachers to choose the solution and | 
| 40 | providers that best meets their needs. | 
| 41 | (6)  Establish appropriate reporting regarding the | 
| 42 | delivery, asset management, services, and customer satisfaction. | 
| 43 | (7)  Ensure that contracts will include development of an | 
| 44 | online marketplace and information exchange for districts to | 
| 45 | select, procure, and receive direct delivery of district- | 
| 46 | approved technology products and services and for districts to | 
| 47 | receive required information regarding district purchases. | 
| 48 | (8)  Develop a long-term plan to ensure the financial | 
| 49 | accountability of the program and report to the Legislature | 
| 50 | quarterly on program implementation. | 
| 51 | Section 9.  The sum of $5,000,000 is appropriated from the | 
| 52 | General Revenue Fund to the Department of Education for the | 
| 53 | 2007-2008 fiscal year for the purposes of implementing the | 
| 54 | Innovative Teaching for the 21st Century Program. |
