| 8 | millage, upon the total of the assessed value of the taxable |
| 9 | real property within the transportation concurrency backlog area |
| 10 | as shown on the most recent assessment roll used in connection |
| 11 | with the taxation of such property of each taxing authority |
| 12 | prior to the effective date of the ordinance funding the trust |
| 13 | fund. |
