| 5 | WHEREAS, the active promotion of social and emotional well- |
| 6 | being is critical to the state's ability to address the complex |
| 7 | mental health needs of many of the state's children, and |
| 8 | WHEREAS, effective children's mental health services are |
| 9 | those that are family driven, youth guided, and culturally and |
| 10 | linguistically competent, and |
| 11 | WHEREAS, at least one in five children suffer from a mental |
| 12 | health disorder, and at least one in ten children suffer from a |
| 13 | serious emotional disturbance, and |
| 14 | WHEREAS, with early detection and appropriate treatment, |
| 15 | chances are excellent that most children with mental health |
| 16 | needs can recover and lead healthy lives, and |
| 17 | WHEREAS, children's mental health continues to carry an |
| 18 | unfortunate stigma that often keeps children from getting the |
| 19 | help they need, and |
| 20 | WHEREAS, to break through this stigma, to better understand |
| 21 | this pressing health issue, and to help our children get the |
| 22 | care and support needed to succeed and attain their dreams, more |
| 23 | attention needs to be brought to this issue, NOW, THEREFORE, |

| 25 | Be It Resolved by the House of Representatives of the State of |
| 26 | Florida: |

| 28 | That the House of Representatives hereby recognizes May 8, |
| 29 | 2007, as "Children's Mental Health Day" in Florida. |
