A bill to be entitled
2An act relating to secondary education; amending s.
31008.38, F.S.; revising certain requirements of the
4articulation accountability process established by the
5State Board of Education; requiring the State Board of
6Education to establish a process for reviewing newly
7proposed secondary courses; requiring the board of
8directors of Workforce Florida, Inc., to approve a
9curriculum review committee; providing for membership of
10the committee; providing requirements for the review of
11proposed courses; requiring that an approved course be
12included for funding the following academic year;
13requiring the State Board of Education to establish an
14appeals process if approval of a course is denied;
15providing an effective date.

17Be It Enacted by the Legislature of the State of Florida:
18
19     Section 1.  Section 1008.38, Florida Statutes, is amended
20to read:
21     1008.38  Articulation accountability process.--
22     (1)  The State Board of Education shall develop
23articulation accountability measures which assess the status of
24systemwide articulation processes authorized under s. 1007.23.
25The State Board of Education shall establish an articulation
26accountability process which at a minimum shall address:
27     (a)(1)  The impact of articulation processes on ensuring
28educational continuity and the orderly and unobstructed
29transition of students between public secondary and
30postsecondary education systems and facilitating the transition
31of students between the public and private sectors.
32     (b)(2)  The adequacy of preparation of public secondary
33students to smoothly articulate to a public postsecondary
34education, the workplace, or both institution.
35     (c)(3)  The effectiveness of articulated acceleration
36mechanisms available to secondary students.
37     (d)(4)  The smooth transfer of community college associate
38in arts degree graduates to a state university.
39     (e)(5)  An examination of degree requirements that exceed
40the parameters of 60 credit hours for an associate degree and
41120 hours for a baccalaureate degree in public postsecondary
42programs.
43     (f)(6)  The relationship between the College Level Academic
44Skills Test Program and articulation to the upper division in
45public postsecondary institutions.
46     (2)  The State Board of Education shall establish a process
47for continual and uninterrupted review of newly proposed
48secondary courses to ensure sufficient rigor and relevance to
49workforce and postsecondary education and alignment to state
50curriculum standards.
51     (a)  The review of newly proposed secondary courses shall
52be the responsibility of a curriculum review committee whose
53membership is approved by the board of directors of Workforce
54Florida, Inc., as described in s. 445.004, and includes:
55     1.  Three certified high school guidance counselors
56recommended by the Florida Association of Student Services
57Administrators.
58     2.  Three associate superintendents for curriculum and
59instruction recommended by the Florida Association of District
60School Superintendents.
61     3.  Three workforce representatives recommended by the
62Agency for Workforce Innovation.
63     4.  Three admissions directors of postsecondary
64institutions accredited by the Southern Association of Colleges
65and Schools, representing both public and private institutions.
66     5.  The Deputy Commissioner of Education responsible for
67curriculum and instruction.
68     (b)  The submission and review of newly proposed courses
69shall be conducted electronically and each proposed course shall
70be approved or denied within 60 days. All approved courses shall
71be approved as core courses for high school graduation purposes
72and shall be immediately added to the Course Code Directory and
73eligible for funding through the FEFP the following fiscal year.
74Approved courses shall also be reviewed and considered for
75approval for dual enrollment credit. The Board of Governors and
76the Commissioner of Education shall recommend an annual deadline
77for approval of new courses to be included for FEFP funding,
78postsecondary admissions, and dual enrollment credit the
79following academic year. The State Board of Education shall
80establish an appeals process that requires a ruling by the
81Chancellor for Community Colleges and Workforce Education within
8215 days.
83     (c)  The curriculum review committee must be established
84and operational no later than September 1, 2007.
85     Section 2.  This act shall take effect upon becoming a law.
