13         Senate Amendment (with title amendment) 
14         On page 2, between lines 9 & 10,

16  insert:  
17         Section 35.  Research and demonstration cellulosic
18  ethanol plant.--
19         (1)  There shall be constructed a multifaceted research
20  and demonstration cellulosic ethanol plant designed to conduct
21  research and to demonstrate and advance the commercialization
22  of cellulose-to-ethanol technology, including technology
23  licensed from the University of Florida, and to facilitate
24  further research and testing of multiple cellulosic feedstocks
25  in the state.
26         (2)  The University of Florida shall act as the owner
27  and proprietor of the facility, which shall include a
28  permanent research and development laboratory operated as a
29  satellite facility of the Institute of Food and Agricultural
30  Sciences at the University of Florida. This facility shall be
31  used to convert the initially treated material to the final

Florida Senate - 2007 SENATOR AMENDMENT Bill No. CS for CS for CS for SB 996 and CS for SB 2666 Barcode 771432 1 ethanol product. 2 (3) The facility shall be located near an industrial 3 site with infrastructure already developed to avoid or reduce 4 significant capital costs for waste treatment and roads, shall 5 be served by a range of suppliers and transportation 6 companies, and shall be in good proximity to gasoline and 7 ethanol blending facilities on either coast of the state. The 8 industrial site shall have the capacity to provide steam and 9 electric power, waste treatment, and a steady stream of 10 feedstocks, including, but not limited to, bagasse, woody 11 biomass, and cane field residues, to allow a commercial scale 12 plant to operate year around. 13 (4) The facility shall be located near preexisting 14 onsite technical support staff and other resources for 15 electrical, mechanical, and instrumentation services. In 16 addition, the facility shall have access to preexisting onsite 17 laboratory facilities and scientific personnel and shall 18 include the critical aspects of connecting to existing 19 facilities and meeting construction codes and permit 20 requirements. 21 (5) There shall be a scientific and technical advisory 22 panel to advise on the technology to be applied. 23 (6) Subject to the rights of any third parties arising 24 under any licenses granted by the university or its affiliates 25 prior to the effective date of this act, ownership of all 26 patents, copyrights, trademarks, licenses, and rights or 27 interests shall vest in the university on behalf of the state. 28 The university, pursuant to s. 1004.23, Florida Statutes, 29 shall have the right to use and the right to retain derived 30 revenues subject to the continuing approval of the 31 Legislature. 2 4:37 PM 05/01/07 s0996.21cu.00f
