14 On page 26, between lines 29 and 30,

16 insert:
17 Section 13. Section 193.019, Florida Statutes, is
18 created to read:
19 193.019 Working waterfront property tax relief
20 initiative.--Docks, wharfs, lifts, wet and dry marinas, boat
21 ramps, boat hauling and repair facilities, commercial fishing
22 facilities, boat construction facilities, and other support
23 structures over water that are defined as recreational and
24 commercial working waterfront properties under s. 342.07 and
25 are open to the public on a first-come, first-served basis
26 shall be assessed using an income approach to value and an
27 appropriate capitalization rate, but not less than 10 percent.
