| 9 | Be It Enacted by the Legislature of the State of Florida: |
| 10 |
|
| 11 | Section 1. Subsection (1) of section 4 and subsection (1) |
| 12 | of section 6 of chapter 99-433, Laws of Florida, as amended by |
| 13 | chapter 2007-291, Laws of Florida, are amended to read: |
| 14 | Section 4. Board of commissioners.-- |
| 15 | (1) The governing body of the Hillsboro Inlet District |
| 16 | shall consist of eight commissioners, who shall serve without |
| 17 | compensation, except as provided in section 11. One |
| 18 | representative on the Board of Commissioners of the Hillsboro |
| 19 | Inlet District shall be appointed by each of the governing |
| 20 | bodies City Commissions or Town Councils of the following |
| 21 | municipalities: the City of Deerfield Beach, Florida; the Town |
| 22 | of Hillsboro Beach, Florida; the City of Pompano Beach, Florida; |
| 23 | the Town of Lauderdale-By-The-Sea, Florida; the City of |
| 24 | Lighthouse Point, Florida; the City of Fort Lauderdale, Florida; |
| 25 | and the Village of Sea Ranch Lakes, Florida. The Board of County |
| 26 | Commissioners of Broward County, Florida, shall appoint one |
| 27 | representative to the Board of Commissioners of the Hillsboro |
| 28 | Inlet District. Each representative so appointed by the |
| 29 | aforementioned governmental entities shall represent the |
| 30 | respective governmental entity making such appointment. The |
| 31 | duties, functions, and responsibilities of the district shall |
| 32 | continue as provided for herein in the event that any |
| 33 | municipality represented hereby is dissolved, merged, or fails |
| 34 | to appoint representatives to the district board. Said |
| 35 | representatives appointed by the respective municipalities shall |
| 36 | be qualified electors, residing in the municipality from which |
| 37 | they are appointed for more than six months prior to |
| 38 | appointment. Effective October 1, 2007, any new representatives |
| 39 | appointed to the district board shall also reside within the |
| 40 | district boundaries, as described in section 3. Effective |
| 41 | October 1, 2007, any new representative appointed by the Board |
| 42 | of County Commissioners of Broward County shall be a qualified |
| 43 | elector, shall reside within Broward County, and shall reside |
| 44 | within the district's boundaries for more than 6 months prior to |
| 45 | appointment. Notwithstanding any other provision of this |
| 46 | subsection, any representative on the district board as of |
| 47 | October 1, 2006, shall be exempt from the requirement that the |
| 48 | representative must reside within the district's boundaries. |
| 49 | Section 6. Quorum; minutes; records.-- |
| 50 | (1) Four representatives A majority of said commissioners |
| 51 | shall constitute a quorum. The commissioners shall cause true |
| 52 | and accurate minutes and records to be kept of all business |
| 53 | transacted by them, and shall keep full, true, and complete |
| 54 | books of account and minutes, which minutes, records, and books |
| 55 | of account shall at all reasonable times be open and subject to |
| 56 | the inspection of inhabitants of said district; and any person |
| 57 | desiring to do so may make or procure a copy of said minutes, |
| 58 | records, or books of account, or such portions thereof as he may |
| 59 | desire, all in accordance with the provisions of chapter 119, |
| 60 | Florida Statutes, as amended from time to time. |
| 61 | Section 2. This act shall take effect upon becoming a law. |
