3     Amendment (with title amendment)
4     Between lines 70 and 71, insert:
5     Section 2.  Subsection (2) of section 112.313, Florida
6Statutes, is amended to read:
7     112.313  Standards of conduct for public officers,
8employees of agencies, and local government attorneys.--
9     (2)  SOLICITATION OR ACCEPTANCE OF GIFTS OR
10CONTRIBUTIONS.--
11     (a)  No public officer, employee of an agency, local
12government attorney, or candidate for nomination or election
13shall solicit or accept anything of value to the recipient,
14including a gift, loan, reward, promise of future employment,
15favor, or service, based upon any understanding that the vote,
16official action, or judgment of the public officer, employee,
17local government attorney, or candidate would be influenced
18thereby.
19     (b)  No elected or appointed member of a local government
20council or advisory committee acting in a quasi-judicial matter,
21including, but not limited to, code enforcement, zoning, or land
22use decisions, shall, directly or indirectly, solicit any
23contribution on behalf of a candidate from an individual who is
24participating in a matter pending before the council or advisory
25committee. For purposes of this paragraph, "matter" means
26any quasi-judicial or other proceeding, application, request for
27a ruling or other determination, or other particular action
28involving a specific party or parties. This prohibition shall
29not apply to the governing body of a district, county, or
30municipality.
