| 11 | Be It Enacted by the Legislature of the State of Florida: |
| 12 |
|
| 13 | Section 1. Newborn Screening Program Task Force.-- |
| 14 | (1) The Newborn Screening Program Task Force is created |
| 15 | within the Division of Children's Medical Services Network of |
| 16 | the Department of Health. The purpose of the task force is to |
| 17 | conduct a study that identifies the strengths and weaknesses of |
| 18 | and provides a strategic planning component for the Newborn |
| 19 | Screening Laboratory in Jacksonville and followup programs |
| 20 | provided by Children's Medical Services. |
| 21 | (2) The task force shall consist of all members of the |
| 22 | Genetics and Newborn Screening Advisory Council and invited |
| 23 | consultants. The chair of the Genetics and Newborn Screening |
| 24 | Advisory Council shall serve as the chair of the task force. All |
| 25 | decisions of the task force shall be by majority vote of the |
| 26 | members present at a duly convened meeting of the task force. |
| 27 | All meetings and records of the task force are subject to the |
| 28 | public records and meeting requirements of s. 119.07(1) and s. |
| 29 | 24, Art. I of the State Constitution. |
| 30 | (3) Staff of the Division of Children's Medical Services |
| 31 | Network shall be assigned by the director to provide support to |
| 32 | the task force. |
| 33 | (4) The task force shall review the Newborn Screening |
| 34 | Laboratory and followup programs for strengths and weaknesses. |
| 35 | All necessary research shall be completed no later than October |
| 36 | 31, 2008. |
| 37 | (5) Based upon the data collected, the task force shall |
| 38 | prepare a gap analysis study that includes, but is not limited |
| 39 | to, service delivery on a disease-specific basis, provider |
| 40 | availability, use of information technology resources, |
| 41 | implementation of a continuity of care management system, and |
| 42 | quality assurance of diagnostic and followup systems. The gap |
| 43 | analysis study shall define the ideal program. For purposes of |
| 44 | this section, the term "gap analysis" means an assessment tool |
| 45 | that enables an agency or organization to compare its actual |
| 46 | performance to its potential performance. |
| 47 | (6) The task force shall submit the gap analysis study to |
| 48 | the Secretary of Health, the Governor, the President of the |
| 49 | Senate, and the Speaker of the House of Representatives no later |
| 50 | than December 1, 2008. |
| 51 | (7) The task force shall terminate upon the submission of |
| 52 | the final study. |
| 53 | Section 2. This act shall take effect July 1, 2008. |
