     Section 91. The Department of Revenue shall conduct a

workshop on a rule specifying a period of time in which aircraft

9

purchased outside the state may enter the state within 6 months

10

after purchase for the purpose of flight instruction training and

11

not be considered a part of the mass of property of this state

12

and not subject to the use tax imposed by chapter 212, Florida

13

Statutes.
