     Section 20.  Subsection (5) is added to section 366.92,

Florida Statutes, to read:

     366.92  Florida renewable energy policy.--

12

     (5) It is the intent of the Legislature to support

13

distributed generation. It is also the intent of the Legislature

14

that each electric customer who generates renewable electricity

15

be able to interconnect to the grid and sell excess electricity.

16

In support of this policy, the commission shall require all

17

utilities to develop programs that allow for such

18

interconnection and allow for the sale of excess electricity.

19

The commission shall adopt rules that establish the

20

interconnection requirements, other technical and safety

21

requirements, and the appropriate backup rates that are fair to

22

the utility.
