     Section 20.  Section 376.90, Florida Statutes, is created

to read:

     376.90 Motor vehicle greenhouse gas emissions.--

11

     (1) The Department of Environmental Protection shall

12

establish standards for motor vehicle idling in order to

13

minimize fuel waste, air pollution, and the amount of greenhouse

14

gas that is released by car and truck emissions.

15

     (2) The department shall also conduct a study to determine

16

the feasibility of providing backup power for commercial trucks

17

at truck stops in this state in order to minimize idling at such

18

locations.
