| 5 | temporary tags license plates. Upon issuing a temporary license |
| 6 | plate, the dealer shall access the electronic system and enter |
| 7 | the appropriate vehicle and owner information within the |
| 8 | timeframe specified by department rule. If a dealer fails to |
| 9 | comply with the department's requirements for issuing temporary |
| 10 | tags license plates using the electronic system, the department |
| 11 | may deny, suspend, or revoke a license under s. 320.27(9)(b)16. |
| 12 | upon proof that the licensee has failed to comply with the |
| 13 | department's requirements. The department may adopt rules to |
| 14 | administer this section. |
| 15 | (9)(a) The department shall implement a secure print-on- |
| 16 | demand electronic temporary tag registration, record retention, |
| 17 | and issue system required for use by every department-authorized |
| 18 | issuer of temporary tags by the end of the 2007-2008 fiscal |
| 19 | year. This system shall enable the department to issue, on |
| 20 | demand, a temporary tag number in response to a request from the |
| 21 | issuer by way of a secure electronic exchange of data and then |
| 22 | enable the issuer to print the temporary tag with all required |
| 23 | information. A motor vehicle dealer licensed under ch. 320 shall |
| 24 | be authorized to charge a fee to comply with this subsection. |
| 25 | (b) To ensure the continuation of operations for issuers if |
| 26 | a system outage occurs, the department shall allow limited use |
| 27 | of a backup manual issuance method during an outage which |
| 28 | requires the record keeping of information as determined by the |
| 29 | department and which requires the timely electronic reporting of |
| 30 | this information to the department. |
| 31 | (c) The department may adopt rules as necessary to |
| 32 | implement this subsection. Such rules may include exemptions |
| 33 | from the requirements of this subsection as feasibly required to |
| 34 | implement the program, as well as for issuers who do not require |
| 35 | a dealer license under this chapter because of the type or size |
| 36 | of vehicle being sold. |
