3     Amendment (with title amendment)
4     Remove lines 36-56 and insert:
5temporary tags license plates. Upon issuing a temporary license
6plate, the dealer shall access the electronic system and enter
7the appropriate vehicle and owner information within the
8timeframe specified by department rule. If a dealer fails to
9comply with the department's requirements for issuing temporary
10tags license plates using the electronic system, the department
11may deny, suspend, or revoke a license under s. 320.27(9)(b)16.
12upon proof that the licensee has failed to comply with the
13department's requirements. The department may adopt rules to
14administer this section.
15     (9)(a) The department shall implement a secure print-on-
16demand electronic temporary tag registration, record retention,
17and issue system required for use by every department-authorized
18issuer of temporary tags by the end of the 2007-2008 fiscal
19year. This system shall enable the department to issue, on
20demand, a temporary tag number in response to a request from the
21issuer by way of a secure electronic exchange of data and then
22enable the issuer to print the temporary tag with all required
23information. A motor vehicle dealer licensed under ch. 320 shall
24be authorized to charge a fee to comply with this subsection.
25     (b) To ensure the continuation of operations for issuers if
26a system outage occurs, the department shall allow limited use
27of a backup manual issuance method during an outage which
28requires the record keeping of information as determined by the
29department and which requires the timely electronic reporting of
30this information to the department.
31     (c)  The department may adopt rules as necessary to
32implement this subsection. Such rules may include exemptions
33from the requirements of this subsection as feasibly required to
34implement the program, as well as for issuers who do not require
35a dealer license under this chapter because of the type or size
36of vehicle being sold.
