A bill to be entitled
2An act relating to temporary motor vehicle license tags;
3amending s. 320.131, F.S.; revising provisions for the
4placement of temporary tags on vehicles; revising
5provisions for implementation of an electronic, print-on-
6demand, temporary tag issuance system; providing that the
7system may be used at the option of the issuer; removing a
8timeframe for implementation of the system; repealing s.
9320.96, F.S., relating to implementation of an electronic,
10print-on-demand, temporary license plate system; providing
11an effective date.

13Be It Enacted by the Legislature of the State of Florida:

15     Section 1.  Subsections (4) and (8) of section 320.131,
16Florida Statutes, are amended, and subsection (9) is added to
17that section, to read:
18     320.131  Temporary tags.--
19     (4)(a)  Temporary tags shall be conspicuously displayed in
20the rear license plate bracket or, attached to the inside of the
21rear window in an upright position so as to be clearly visible
22from the rear of the vehicle. on vehicles requiring front
23display of license plates, temporary tags shall be displayed on
24the front of the vehicle in the location where the metal license
25plate would normally be displayed.
26     (b)  The department shall designate specifications for the
27media upon which the temporary tag is printed. Such media shall
28be either nonpermeable or subject to weatherproofing so that it
29maintains its structural integrity, including graphic and data
30adhesion, in all weather conditions after being placed on a
31vehicle.
32     (8)  The department may administer an electronic system for
33licensed motor vehicle dealers to use for in issuing temporary
34tags license plates. Upon issuing a temporary tag license plate,
35the dealer shall access the electronic system and enter the
36appropriate vehicle and owner information within the timeframe
37specified by department rule. If a dealer fails to comply with
38the department's requirements for issuing temporary tags license
39plates using the electronic system, the department may deny,
40suspend, or revoke a license under s. 320.27(9)(b)16. upon proof
41that the licensee has failed to comply with the department's
42requirements. The department may adopt rules to administer this
43section.
44     (9)  The department may implement an electronic, print-on-
45demand, temporary tag issuance system for the optional use of
46department-authorized issuers of temporary tags. This system
47shall enable the department to issue, on demand, a temporary tag
48number in response to a request from the issuer via a secure
49electronic exchange of data and then enable the issuer to print
50the temporary tag with all required information. The department
51may adopt rules as necessary to implement this program.
52     Section 2.  Section 320.96, Florida Statutes, is repealed.
53     Section 3.  This act shall take effect July 1, 2008.
