guidelines established in the said contract or by rule and shall

be considered an agency as defined in s. 119.011(2) subject to

the provisions of chapter 119. Meetings conducted between state

agencies and freight rail operators or operators, dispatchers,

11

providers of security for rail services, or rail facility

12

maintenance providers relating to any rail corridor owned by the

13

department are subject to the provisions of s. 286.011.
