     Section 65. No state funds may be expended by any agency of

9

the state to purchase any required right-of-way, improvements, or

10

appurtenances of the A-Line rail corridor from CSX

11

Transportation, Inc., for the primary purpose of implementing

12

commuter rail service in what is commonly known as the Central

13

Florida Rail Corridor consisting of the existing A-Line rail

14

corridor running from a point at or near Deland, Florida, to a

15

point at or near Poinciana, Florida, unless and until the United

16

States Congress appropriates at least $340 million specifically

17

for the implementation of such commuter rail service in the

18

Central Florida Rail Corridor. The Chief Financial Officer shall

19

be responsible for monitoring expenditures of all state agencies

20

and enforcing this provision. The Chief Financial Officer shall

21

also monitor the status of any Congressional appropriations for

22

commuter rail service in the Central Florida Rail Corridor and

23

shall periodically report to the Governor and Cabinet, the

24

President of the Senate, and the Speaker of the House with regard

25

to same.
