Senator Dockery moved the following amendment:

     Senate Amendment (with title amendment)

     Between lines 3381 and 3382,

5

insert:

     Section 70. An agency of this state may not expend state

7

funds to purchase any required right-of-way, improvements, or

8

appurtenances of the A-Line rail corridor from CSX

9

Transportation, Inc., for the primary purpose of implementing

10

commuter rail service in what is commonly known as the Central

11

Florida Rail Corridor consisting of the existing A-Line rail

12

corridor running from a point at or near Deland, Florida, to a

13

point at or near Poinciana, Florida, unless the Congress of the

14

United States appropriates at least $340 million specifically for

15

the implementation of such commuter rail service in the Central

16

Florida Rail Corridor. The Chief Financial Officer shall monitor

17

expenditures of all state agencies and enforce this prohibition.

18

The Chief Financial Officer shall also monitor the status of any

19

congressional appropriations for commuter rail service in the

20

Central Florida Rail Corridor and periodically report to the

21

Governor and Cabinet, the President of the Senate, and the

22

Speaker of the House of Representatives with regard to such

23

status.

     On line 301, after the semicolon,

insert:

prohibiting state agencies from expending state funds for

30

certain purposes concerning the Central Florida Rail

31

Corridor; requiring that the Chief Financial Officer

monitor and enforce the prohibition; requiring that the

33

Chief Financial Officer monitor and report on certain

34

congressional appropriations concerning a Central Florida

35

Rail Corridor;
