3     Amendment to Amendment (758591) (with title amendment)
4     Between lines 1952 and 1953, insert:

6     Section 46.  Paragraph (mmm) is added to subsection (4) of
7section 320.08056, Florida Statutes, to read:
8     320.08056  Specialty license plates.--
9     (4)  The following license plate annual use fees shall be
10collected for the appropriate specialty license plates:
11     (mmm)  Fraternal Order of Police license plate, $25.
12     Section 47.  Subsection (65) is added to section 320.08058,
13Florida Statutes, to read:
14     320.08058  Specialty license plates.--
15     (65)  FRATERNAL ORDER OF POLICE LICENSE PLATES.--
16     (a)  Notwithstanding s. 320.08053, the department and the
17Florida Fraternal Order of Police shall develop a Fraternal
18Order of Police license plate as provided in this section.
19Fraternal Order of Police license plates must bear the colors
20and design approved by the department. The word "Florida" must
21appear at the top of the plate, and the words "Fraternal Order
22of Police" must appear at the bottom of the plate.
23     (b)  The requirements of s. 320.08053 must be met prior to
24the issuance of the plate. Thereafter, the license plate annual
25use fees shall be distributed to the Florida State Lodge
26Fraternal Order of Police Memorial Committee, Inc., a 501(c)(3)
27corporation, to fund programs involved in the honoring of law
28enforcement officers who have fallen in the line of duty and
29their families. Such funds may be used to provide maintenance of
30the memorial, scholarship programs for spouses and children of
31fallen officers, and transportation, food, counseling, and other
32direct administrative and program expenses. The funds may also
33be used as grants for expansion of programs for the Florida
34Fraternal Order of Police Law Enforcement Memorial. Florida
35State Lodge Fraternal Order of Police Memorial Committee, Inc.,
36may retain all revenue from the annual use fees until all
37startup costs for developing and establishing the plate have
38been recovered. Thereafter, up to 10 percent of the annual use
39fee revenue may be used for promotion and marketing of the plate
40and as necessary for annual audit or compliance affidavit costs.
