     Section 44.  Section 316.0083, Florida Statutes, is created

9

to read:

     316.0083 Regulation and use of cameras for enforcement of

11

provisions of this chapter.--The regulation and use of cameras

12

for enforcing the provisions of this chapter are expressly

13

preempted to the state. Until July 1, 2013, a device that was

14

installed on or before March 1, 2008, and that uses a vehicle

15

sensor installed to work in conjunction with a traffic control

16

signal and a camera that are synchronized to automatically record

17

two or more sequenced photographic or electronic images or

18

streaming video of only the rear of a motor vehicle at the time

19

the vehicle fails to stop behind the stop bar or clearly marked

20

stop line when facing a traffic control signal steady red light

21

is authorized to enforce civil violations of ordinances existing

22

on or before March 1, 2008.

insert:

creating s. 316.0083, F.S.; preempting to the state the

29

use of cameras to enforce traffic laws; providing a

30
