The Committee on Community Affairs (Wise) recommended the

following amendment:

insert:

     Section 2.  Paragraph (d) is added to subsection (4) of

9

section 339.12, Florida Statutes, to read:

10

     339.12  Aid and contributions by governmental entities for

11

department projects; federal aid.--

     (4)

     (d) The department may enter into an agreement under this

14

subsection with any county having a population of 150,000 or

15

fewer, as determined by the most recent official estimate

16

pursuant to s. 186.901, for a project or project phase not

17

included in the adopted work program. As used in this paragraph,

18

the term "project phase" means acquisition of rights-of-way,

19

construction, construction inspection, and related support

20

phases. The local government shall make the project or project

21

phase a high priority. Reimbursement for a project or project

22

phase must be made from funds appropriated by the Legislature

23

pursuant to s. 339.135(5). The total amount of project agreements

24

for projects or project phases not included in the adopted work

25

program authorized by this paragraph may not at any time exceed

26

$200 million. The local government shall include the project in

27

its adopted comprehensive plan. The department may enter into

28

long-term repayment agreements for a period of up to 30 years.

42

from funds appropriated by the Legislature; providing that

43

the aggregate of agreements not exceed a certain amount;

44

authorizing the department to enter into certain long-term

45

repayment agreements;
