     On line 96, after the period,

insert:

However, to establish staggered terms, all terms ongoing on July

8

1, 2008, shall continue until and shall expire on January 2,

9

2009, and new appointments shall be made for terms to begin on

10

that date, with each appointing officer to appoint one non-

11

legislator member to a one-year term, three legislator members to

12

two-year terms, one non-legislator to a three-year term, and one

13

non-legislator member to a four-year term.
