A bill to be entitled

An act relating to daylight saving time; exempting the

3

State of Florida and its political subdivisions from

4

federal law that establishes a uniform time for an advance

5

to daylight saving time; providing an effective date.

     WHEREAS, the Uniform Time Act of 1966, 15 U.S.C. s. 260a,

8

mandated a uniform and coordinated system of reckoning time

9

throughout the United States, including the observance of

10

daylight saving time during the summer months from 2 a.m. on the

11

last Sunday of April until 2 a.m. on the last Sunday of October

12

of each year, and

13

     WHEREAS, the Energy Policy Act of 2005, Pub. L. No. 109-58,

14

changed the period of daylight saving time so that beginning in

15

2007 daylight saving time beings on the second Sunday in March

16

and ends on the first Sunday in November, and

17

     WHEREAS, states may exempt themselves from daylight saving

18

time only by legislative act and by opting to observe standard

19

time throughout the state, NOW, THEREFORE,

Be It Enacted by the Legislature of the State of Florida:

     Section 1. Under 15 U.S.C. 260a, this state exempts itself

24

and all of its political subdivisions from observation of

25

advanced time, also known as daylight saving time, between 2 a.m.

26

on the second Sunday in March and 2 a.m. on the first Sunday in

27

November in each calendar year, and the entire state and all of

28

its political subdivisions shall observe the standard time that

29

is otherwise applicable during that time period.

     Section 2.  This act shall take effect July 1, 2008.
