3     Amendment (with title amendment)
4     Between lines 466 and 467, insert:
5     (10)  CREATION OF ORLANDO CHILDREN'S ZONE PILOT PROJECT.--
6     (a)  There is created within the Parramore Heritage
7Community in the City of Orlando a 10-year-pilot project zone
8that shall be a Children's Zone managed by the Callahan
9Neighborhood Association, which shall be the existing entity
10known as the "Callahan Neighborhood Association Youth Zone."
11     (b)  This pilot project zone encompasses a 1.4 square-mile
12community in which more than 2,000 children from birth to 18
13years of age reside and encompasses an area that is large enough
14to include all of the necessary components of community life,
15including , but not limited to, schools, places of worship,
16recreational facilities, commercial areas, and common space, yet
17small enough to allow programs and services to reach every
18willing member of the neighborhood. The geographic boundaries of
19the Callahan Neighborhood Association Youth Zone pilot project
20are:
21     1.  State Road 50 to the north;
22     2.  Gore Street to the south;
23     3.  Interstate 4 to the east; and
24     4.  Orange Blossom Trail to the west.
25     (c)  The Callahan Neighborhood Association Youth Zone shall
26be managed by the Callahan Neighborhood Association, with
27project funding shall be dispersed through a donor-advised fund.
28The term "donor-advised fund" means a management and investment
29vehicle for the receipt of charitable contributions, the assets
30of which are owned and held by a charitable not-for-profit
31corporation for distribution for such charitable purposes as
32determined by the entity establishing the fund.
33     (d)  The Callahan Neighborhood Association Youth Zone shall
34include, in an advisory capacity, representatives from the
35Callahan Neighborhood Association.
36     (e)  To assist with such management, an oversight committee
37shall be created within the Callahan Neighborhood Association
38that may include, but is not limited to, the following members:
39     1.  The Dean of Florida Agricultural and Mechanical
40University College of Law.
41     2.  The principal of Nap Ford Elementary School.
42     3.  A business representative from the Callahan
43Neighborhood Association Youth Zone.
44     4.  A representative of a faith-based organization that
45operates in the Callahan Neighborhood Association Youth Zone.
46     5.  A youth member who lives in the Callahan Neighborhood
47Association Youth Zone.
48     6.  A parent or guardian who lives in the Callahan
49Neighborhood Association Youth Zone .
50     7.  The director of the Orlando Children's Commission.
51     8.  The manager of the Recreation Division of the Family,
52Parks, and Recreation Department of the City of Orlando.
53     9.  The director of the Orange County Health Department.
54     10.  A representative of the Department of Children and
55Family Services.
56     11.  Three additional members who may or may not live in
57the Callahan Neighborhood Association Youth Zone.
58     (f)  The Callahan Neighborhood Association Youth Zone shall
59submit an annual report to the President of the Senate and the
60Speaker of the House of Representatives by January 31, 2009, and
61by January 31 of each year thereafter, which shall include a
62comprehensive and detailed report of operations, activities,
63accomplishments, and results for the prior year as well as its
64goals for the current year.
