An act relating to collective bargaining; amending s.

447.203, F.S.; specifying that for resolution of a

4

collective bargaining impasse, certain constitutional

5

officers are each deemed the "legislative body" with

6

respect to their employees; providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

     Section 1.  Subsection (10) of section 447.203, Florida

11

Statutes, is amended to read:

     447.203  Definitions.--As used in this part:

13

     (10)  "Legislative body" means the State Legislature, the

14

board of county commissioners, the district school board, the

15

governing body of a municipality, or the governing body of an

16

instrumentality or unit of government having authority to

17

appropriate funds and establish policy governing the terms and

18

conditions of employment and which, as the case may be, is the

19

appropriate legislative body for the bargaining unit. For

20

purposes of s. 447.403, the Board of Governors of the State

21

University System, or the board's designee, shall be deemed to be

22

the legislative body with respect to all employees of each

23

constituent state university. For purposes of s. 447.403 the

24

board of trustees of a community college shall be deemed to be

25

the legislative body with respect to all employees of the

26

community college. For purposes of s. 447.403, the sheriff, tax

27

collector, property appraiser, supervisor of elections, and clerk

28

of the circuit court shall each be deemed to be the legislative

29

body for their respective employees.

     Section 2.  This act shall take effect upon becoming a law.
