4     Remove lines 25-139 and insert:
5     (rrr)  Fraternal Order of Police license plate, $25.
6     Section 2.  Subsections (65) through (70) are added to
7section 320.08058, Florida Statutes, to read:
8     320.08058  Specialty license plates.--
9     (65)  FLORIDA TENNIS LICENSE PLATES.--
10     (a)  The department shall develop a Florida Tennis license
11plate as provided in this section. The word "Florida" must
12appear at the top of the plate, and the words "Play Tennis" must
13appear at the bottom of the plate. The United States Tennis
14Association Florida Section Foundation may submit a revised
15sample plate for consideration by the department.
16     (b)  The annual use fees shall be distributed to the
17Florida Sports Foundation, a direct-support organization of the
18Office of Tourism, Trade, and Economic Development. The license
19plate annual use fees shall be annually allocated as follows:
20     1.  The United States Tennis Association Florida Section
21shall receive the first $60,000 in proceeds from the annual use
22fees to reimburse it for startup costs, administrative costs,
23and other costs it incurs in the development and approval
24process.
25     2.  Up to 5 percent of the proceeds from the annual use
26fees may be used by the Florida Sports Foundation to administer
27the license plate program.
28     3.  Up to 5 percent of the annual use fees may be used for
29promoting and marketing the license plates.
30     4.  The remaining proceeds shall be made available by the
31Florida Sports Foundation for grants awarded by the United
32States Tennis Association Florida Section Foundation to benefit
33nonprofit organizations to operate youth tennis programs and
34adaptive tennis programs for special populations of all ages,
35and for building, renovating, and maintaining public tennis
36courts.
37     (66)  LIGHTHOUSE LICENSE PLATES.--
38     (a)  The department shall develop a Lighthouse license
39plate as provided in this section. The word "Florida" must
40appear at the top of the plate, and the words "Visit Our Lights"
41must appear at the bottom of the plate.
42     (b)  The annual use fee shall be distributed to the Florida
43Lighthouse Association, Inc., which may use a maximum of 10
44percent of the proceeds to promote and market the plate. The
45remaining proceeds shall be used by the association to fund the
46preservation, restoration, and protection of the 29 historic
47lighthouses remaining in the state.
48     (67)  I BELIEVE LICENSE PLATES.--
49     (a)  Notwithstanding s. 320.08053, the department shall
50develop an I BELIEVE license plate as provided in this section.
51I BELIEVE license plates must bear the colors and design
52approved by the department. The word "Florida" must appear at
53the top of the plate, and the words "I BELIEVE" must appear at
54the bottom of the plate.
55     (b)  The requirements of s. 320.08053 must be met prior to
56the issuance of the plate. Thereafter, the license plate annual
57use fees shall be distributed to Faith in Teaching, Inc., to
58fund activities, programs, and projects that promote faith-based
59education for youth within the state. Faith in Teaching, Inc.,
60may retain all revenue from the annual use fees until all
61startup costs for developing and establishing the plate have
62been recovered. Thereafter, up to 10 percent of the annual use
63fee revenue may be used for administrative, promotional, and
64marketing costs.
65     (68)  IN GOD WE TRUST LICENSE PLATES.--
66     (a)  The department shall develop an In God We Trust
67license plate as provided in this section. However, the
68requirements of s. 320.08053 must be met before the plates are
69issued. In God We Trust license plates must bear the colors and
70design approved by the department. The word "Florida" must
71appear at the top of the plate, and the words "In God We Trust"
72must appear in the body of the plate.
73     (b)  The license plate annual use fees shall be distributed
74to the In God We Trust Foundation, Inc., to fund educational
75scholarships for the children of Florida residents who are
76members of the United States Armed Forces, the National Guard,
77and the United States Armed Forces Reserve and for the children
78of public safety employees who have died in the line of duty who
79are not covered by existing state law. Funds shall also be
80distributed to other 501(c)(3) organizations that may apply for
81grants and scholarships and to provide educational grants to
82public and private schools to promote the historical and
83religious significance of American and Florida history. The In
84God We Trust Foundation, Inc., shall distribute the license
85plate annual use fees in the following manner:
86     1.  The In God We Trust Foundation, Inc., shall retain all
87revenues from the sale of such plates until all startup costs
88for developing and establishing the plate have been recovered.
89     2.  Ten percent of the funds received by the In God We
90Trust Foundation, Inc., shall be expended for administrative
91costs, promotion, and marketing of the license plate directly
92associated with the operations of the In God We Trust
93Foundation, Inc.
94     3.  All remaining funds shall be expended by the In God We
95Trust Foundation, Inc., for programs.
96     (69)  HORSE COUNTRY LICENSE PLATES.--
97     (a)  Notwithstanding s. 320.08053, the department shall
98develop a Horse Country license plate as provided in this
99section. Horse Country license plates must bear the colors and
100design approved by the department. The word "Florida" must
101appear at the top of the plate, and the words "Horse Country"
102must appear at the bottom of the plate.
103     (b)  The requirements of s. 320.08053 must be met prior to
104the issuance of the plate. Thereafter, the license plate annual
105use fees shall be distributed to PCMI Properties, Inc., to fund
106programs involved in the rehabilitation of at-risk youth as
107directed by the Board of Trustees of PCMI Properties, Inc. Such
108funds may be used to provide educational materials, athletic
109equipment, transportation, food, medical services, counseling,
110scholarships, and other direct administrative and program
111expenses. The funds may also be used as grants for expansion of
112youth rehabilitation programs in the state. Special
113consideration shall be given to programs using horses and other
114livestock in the efforts to redirect at-risk youth. PCMI
115Properties, Inc., may retain all revenue from the annual use
116fees until all startup costs for developing and establishing the
117plate have been recovered. Thereafter, up to 10 percent of the
118annual use fee revenue may be used for promotion and marketing
119of the plate, and as necessary for annual audit or compliance
120affidavit costs.
121     (70)  FRATERNAL ORDER OF POLICE LICENSE PLATES.--
122     (a)  Notwithstanding s. 320.08053, the department and the
123Florida Fraternal Order of Police shall develop a Fraternal
124Order of Police license plate as provided in this section.
125Fraternal Order of Police license plates must bear the colors
126and design approved by the department. The word "Florida" must
127appear at the top of the plate, and the words "Fraternal Order
128of Police" must appear at the bottom of the plate.
129     (b)  The requirements of s. 320.08053 must be met prior to
130the issuance of the plate. Thereafter, the license plate annual
131use fees shall be distributed to the Florida State Lodge
132Fraternal Order of Police Memorial Committee, Inc., a 501(c)(3)
133corporation, to fund programs involved in the honoring of law
134enforcement officers who have fallen in the line of duty and
135their families. Such funds may be used to provide maintenance of
136the memorial, scholarship programs for spouses and children of
137fallen officers, and transportation, food, counseling, and other
138direct administrative and program expenses. The funds may also
139be used as grants for expansion of programs for the Florida
140Fraternal Order of Police Law Enforcement Memorial. Florida
141State Lodge Fraternal Order of Police Memorial Committee, Inc.,
142may retain all revenue from the annual use fees until all
143startup costs for developing and establishing the plate have
144been recovered. Thereafter, up to 10 percent of the annual use
145fee revenue may be used for promotion and marketing of the plate
146and as necessary for annual audit or compliance affidavit costs.
