3     Amendment (with directory and title amendments)
4     Remove lines 21-106 and insert:
5     (ppp)  In God We Trust license plate, $25.
6     (qqq)  Horse Country license plate, $25.
7     Section 2.  Subsections (65), (66), (67), (68), and (69)
8are added to section 320.08058, Florida Statutes, to read:
9     320.08058  Specialty license plates.--
10     (65)  FLORIDA TENNIS LICENSE PLATES.--
11     (a)  The department shall develop a Florida Tennis license
12plate as provided in this section. The word "Florida" must
13appear at the top of the plate, and the words "Play Tennis" must
14appear at the bottom of the plate. The United States Tennis
15Association Florida Section Foundation may submit a revised
16sample plate for consideration by the department.
17     (b)  The annual use fees shall be distributed to the
18Florida Sports Foundation, a direct-support organization of the
19Office of Tourism, Trade, and Economic Development. The license
20plate annual use fees shall be annually allocated as follows:
21     1.  The United States Tennis Association Florida Section
22shall receive the first $60,000 in proceeds from the annual use
23fees to reimburse it for startup costs, administrative costs,
24and other costs it incurs in the development and approval
25process.
26     2.  Up to 5 percent of the proceeds from the annual use
27fees may be used by the Florida Sports Foundation to administer
28the license plate program.
29     3.  Up to 5 percent of the annual use fees may be used for
30promoting and marketing the license plates.
31     4.  The remaining proceeds shall be made available by the
32Florida Sports Foundation for grants awarded by the United
33States Tennis Association Florida Section Foundation to benefit
34nonprofit organizations to operate youth tennis programs and
35adaptive tennis programs for special populations of all ages,
36and for building, renovating, and maintaining public tennis
37courts.
38     (66)  LIGHTHOUSE LICENSE PLATES.--
39     (a)  The department shall develop a Lighthouse license
40plate as provided in this section. The word "Florida" must
41appear at the top of the plate, and the words "Visit Our Lights"
42must appear at the bottom of the plate.
43     (b)  The annual use fee shall be distributed to the Florida
44Lighthouse Association, Inc., which may use a maximum of 10
45percent of the proceeds to promote and market the plate. The
46remaining proceeds shall be used by the association to fund the
47preservation, restoration, and protection of the 29 historic
48lighthouses remaining in the state.
49     (67)  I BELIEVE LICENSE PLATES.--
50     (a)  Notwithstanding s. 320.08053, the department shall
51develop an I BELIEVE license plate as provided in this section.
52I BELIEVE license plates must bear the colors and design
53approved by the department. The word "Florida" must appear at
54the top of the plate, and the words "I BELIEVE" must appear at
55the bottom of the plate.
56     (b)  The requirements of s. 320.08053 must be met prior to
57the issuance of the plate. Thereafter, the license plate annual
58use fees shall be distributed to Faith in Teaching, Inc., to
59fund activities, programs, and projects that promote faith-based
60education for youth within the state. Faith in Teaching, Inc.,
61may retain all revenue from the annual use fees until all
62startup costs for developing and establishing the plate have
63been recovered. Thereafter, up to 10 percent of the annual use
64fee revenue may be used for administrative, promotional, and
65marketing costs.
66     (68)  IN GOD WE TRUST LICENSE PLATES.--
67     (a)  The department shall develop an In God We Trust
68license plate as provided in this section. However, the
69requirements of s. 320.08053 must be met before the plates are
70issued. In God We Trust license plates must bear the colors and
71design approved by the department. The word "Florida" must
72appear at the top of the plate, and the words "In God We Trust"
73must appear in the body of the plate.
74     (b)  The license plate annual use fees shall be distributed
75to the In God We Trust Foundation, Inc., to fund educational
76scholarships for the children of Florida residents who are
77members of the United States Armed Forces, the National Guard,
78and the United States Armed Forces Reserve and for the children
79of public safety employees who have died in the line of duty who
80are not covered by existing state law. Funds shall also be
81distributed to other 501(c)(3) organizations that may apply for
82grants and scholarships and to provide educational grants to
83public and private schools to promote the historical and
84religious significance of American and Florida history. The In
85God We Trust Foundation, Inc., shall distribute the license
86plate annual use fees in the following manner:
87     1.  The In God We Trust Foundation, Inc., shall retain all
88revenues from the sale of such plates until all startup costs
89for developing and establishing the plate have been recovered.
90     2.  Ten percent of the funds received by the In God We
91Trust Foundation, Inc., shall be expended for administrative
92costs, promotion, and marketing of the license plate directly
93associated with the operations of the In God We Trust
94Foundation, Inc.
95     3.  All remaining funds shall be expended by the In God We
96Trust Foundation, Inc., for programs.
97     (69)  HORSE COUNTRY LICENSE PLATES.--
98     (a)  Notwithstanding s. 320.08053, the department shall
99develop a Horse Country license plate as provided in this
100section. Horse Country license plates must bear the colors and
101design approved by the department. The word "Florida" must
102appear at the top of the plate, and the words "Horse Country"
103must appear at the bottom of the plate.
104     (b)  The requirements of s. 320.08053 must be met prior to
105the issuance of the plate. Thereafter, the license plate annual
106use fees shall be distributed to PCMI Properties, Inc., to fund
107programs involved in the rehabilitation of at-risk youth as
108directed by the Board of Trustees of PCMI Properties, Inc. Such
109funds may be used to provide educational materials, athletic
110equipment, transportation, food, medical services, counseling,
111scholarships, and other direct administrative and program
112expenses. The funds may also be used as grants for expansion of
113youth rehabilitation programs in the state. Special
114consideration shall be given to programs using horses and other
115livestock in the efforts to redirect at-risk youth. PCMI
116Properties, Inc., may retain all revenue from the annual use
117fees until all startup costs for developing and establishing the
118plate have been recovered. Thereafter, up to 10 percent of the
119annual use fee revenue may be used for promotion and marketing
120of the plate, and as necessary for annual audit or compliance
121affidavit costs.
122     Section 3.  This act shall take effect October 1, 2008.
