and insert:

     1. May not increase the physical area of the existing rural

8

agricultural industrial center by more than 50 percent or 320

9

acres, whichever is greater;

10

     2. Must propose a project that would create, upon

11

completion, at least 50 new full-time jobs;

12

     3. Must demonstrate that infrastructure capacity exists or

13

will be provided to support the expanded center at level-of-

14

service standards adopted in the local government comprehensive

15

plan; and

16

     4. Must contain goals, objectives, and policies that will

17

ensure that any adverse environmental impacts of the expanded

18

center will be adequately addressed and mitigated, or demonstrate

19

that the local government comprehensive plan contains such

20

provisions.

Within 6 months of receipt of an application under this

23

subsection, the local government must amend the applicable

24

sections of its comprehensive plan to include goals, objectives,

25

and policies to provide for the expansion of rural agricultural

26

industrial centers and to discourage urban sprawl in the

27

surrounding areas. Such goals, objectives, and policies shall

28

promote and be consistent with the findings in this subsection.
