The Committee on Community Affairs (Siplin) recommended the

following amendment:

and insert:

(9) Creation of Orlando Children's Zone, Pilot Project.

8

     (a) There is created within the Parramore Heritage

9

Community in the City of Orlando a 10- year pilot project zone

10

that shall be a Children's Zone managed by the Callahan

11

Neighborhood Association, which shall be the existing entity

12

known as the Callahan Neighborhood Association Youth Zone.

13

     (b) This pilot project zone encompasses a 1.4 square mile

14

community, with 2,000 children aged birth to 18 and encompasses

15

an area that is large enough to include all of the necessary

16

components of community life, including , but not limited to,

17

schools, places of worship, recreational facilities, commercial

18

areas, and common space, yet small enough to allow programs and

19

services to reach every willing member of the neighborhood. The

20

geographic boundaries of the Callahan Neighborhood Association

21

Youth Zone pilot project are:

22

     1. S.R. 50 to the north;

23

     2. Gore St. to the south;

24

     3. Interstate 4 to the east;

25

     4. Orange Blossom Trail to the west.

26

     (c) The Callahan Neighborhood Association Youth Zone shall

27

be managed by the Callahan Neighborhood Association, with project

28

funding dispersed through a "donor-advised fund." A "donor

29

advised fund" is a management and investment vehicle for the

30

receipt of charitable contributions, the assets of which are

31

owned and held by a charitable not for profit corporation for

32

distribution for such charitable purposes as are determined by

33

the entity establishing the fund.

     (d) The Callahan Neighborhood Association Youth Zone shall

35

include, in an advisory capacity, representatives from the

36

Callahan Neighborhood Association.

37

     (e) To assist with such management, an oversight committee

38

shall be created within Callahan Neighborhood Association, which

39

may include, but is not limited to, the following:

40

     1. The Dean of Florida Agriculture and Mechanical

41

University Law School.

42

     2. The principal of Nap Ford Elementary School.

43

     3. A business representative from the Callahan Neighborhood

44

Association Youth Zone.

45

     4. A representative of a faith-based organization that

46

operates in the Callahan Neighborhood Association Youth Zone.

47

     5. A youth member who lives in the Callahan Neighborhood

48

Association Youth Zone.

49

     6. A parent or guardian who lives in the Callahan

50

Neighborhood Association Youth Zone.

51

     7. The director of the Orlando Children's Commission.

52

     8. The director of the City of Orlando Recreation Division.

     9. The director of the Orange County Health Department.

54

     10. A representative of the Florida Department of Children

55

and Family Services.

     11. Three open members who may or may not live in the

57

Callahan Neighborhood Association Youth Zone.

58

     (f) Callahan Neighborhood Association Youth Zone shall

59

submit an annual report to the President of the Senate and the

60

Speaker of the House of Representatives by January 31, 2009, and

61

by January 31 of each year thereafter, which shall include a

62

comprehensive and detailed report of its operations, activities,

63

accomplishments, and results for the prior year as well as its

64

goals for the current year.

     Section 2. The Department of Children and Family Services

66

shall contract with an existing private nonprofit corporation or

67

with the lead agency of a children's zone community coalition,

68

created for the purpose of identifying, funding, supporting, and

69

evaluating programs and community initiatives to improve the

70

development and life outcomes of children and to preserve and

71

strengthen families with a primary emphasis on education and

72

community support. The existing private nonprofit corporation or

73

municipality shall be responsible for the evaluation, fiscal

74

management, and oversight of the Magic City Children's Zone,

75

Inc., and the Callahan Neighborhood Association Youth Zone.

corporation to enter into a contract with a management

consultant to develop a business plan; providing

87

membership; requiring the zone to submit reports to the

88

Legislature by a certain date each year; requiring the

89

Department of Children and Family Services to contract

90

with certain private nonprofit corporations for specified

91

purposes; requiring such corporation to be responsible for

92

the evaluation, fiscal management, and oversight of the

93

Magic City Children's Zone, Inc., and the Orlando

94

Children's Zone pilot projects; providing
