3     Amendment (with title amendment)
4     Between lines 324 and 325, insert:
5     Section 8.  Subsection (8) is added to section 550.09515,
6Florida Statutes, to read:
7     550.09515  Thoroughbred horse taxes; abandoned interest in
8a permit for nonpayment of taxes.--
9     (8)  Notwithstanding any other provision in this chapter, a
10thoroughbred permit that has been revoked by the division
11heretofore or hereafter pursuant to s. 550.5251 or has escheated
12to the state pursuant to this section shall be deemed to
13continue in existence and held by the division in abeyance
14subject to reissuance pursuant to this subsection. Any such
15permit shall be subject to reissuance by the division and shall
16be reissued to a qualified applicant for use at the same
17facility at which the permit was last operated as a thoroughbred
18permit. The prior holder of any revoked or escheated
19thoroughbred permit rendered subject to reissuance by this
20subsection shall not be disqualified for receipt of a reissued
21thoroughbred permit if the primary reason for the revocation or
22escheat of the thoroughbred permit was for any reason other than
23the prior holder's disqualification on grounds of moral
24turpitude. Nonpayment of taxes on handle shall not be considered
25a ground of moral turpitude. If more than one applicant applies
26for reissuance of a thoroughbred permit pursuant to the terms
27and conditions of this subsection, the division shall give
28preference to an applicant not currently in possession of
29another pari-mutuel permit issued pursuant to this chapter.
