1Representative Attkisson offered the following:

3     Amendment (with title amendment)
4     Remove line 73 and insert:
5     (5)  If the department determines that it is in the best
6interest of the public, the department may pay a stipend to
7unsuccessful firms who have submitted responsive proposals on
8design/build contracts. The decision and amount of a stipend
9will be based upon department analysis of the estimated cost of
10the project, the estimated proposal development costs, and the
11anticipated degree of competition during the procurement
12process. Stipends shall be used to encourage competition and
13compensate only the shortlisted firms who are not successful for
14a portion of their proposal development costs. The department is
15then able to use ideas from unsuccessful firms that accept a
16stipend.
