1Representative Mayfield offered the following:
3     Amendment (with title amendment)
4     Remove lines 6216-6236 and insert:
5     (2)  State shared resource data centers and other data
6centers that the Agency for Enterprise Information Technology
7has determined will be recipients for consolidating data
8centers, which are designated by the Agency for Enterprise
9Information Technology, shall evaluate their data center
10facilities for energy efficiency using the standards established
11in this section.
12     (a)  Results of these evaluations shall be reported to the
13Agency for Enterprise Information Technology, the President of
14the Senate, and the Speaker of the House of Representatives.
15Reports shall enable the tracking of energy performance over
16time and comparisons between facilities.
17     (b)  By December 31, 2010, and bi-annually thereafter, the
18Agency for Enterprise Information Technology shall submit to the
19Legislature recommendations for reducing energy consumption and
20improving the energy efficiency of state data centers.
21     (3)  The primary means of achieving maximum energy savings
22across all state data centers and computing facilities shall be
23the consolidation of data centers and computing facilities as
24determined by the Agency for Enterprise Information Technology.  
25State data centers and computing facilities in the state data
26center system shall be established as an enterprise information
27technology service as defined in s. 282.0041. The Agency for
28Enterprise Information Technology shall make recommendations on
29consolidating state data centers and computing facilities,
30pursuant to s. 282.0056, by December 31, 2009.
31     (4)  When the total cost of ownership of an energy-
32efficient product is less than or equal to the cost of the
33existing data center facility or infrastructure, technical
34specifications for energy-efficient products should be
35incorporated in the plans and processes for replacing,
36upgrading, or expanding data center facilities or
37infrastructure, including, but not limited to, network, storage,
38or computer equipment and software.
