A bill to be entitled

An act relating to the assessment of residential property;

3

creating s. 193.624, F.S.; prohibiting an increase in the

4

assessed value of residential property solely as the

5

result of installing and operating a renewable energy

6

source device or improving the property's resistance to

7

wind damage; providing a contingent effective date.

Be It Enacted by the Legislature of the State of Florida:

     Section 1.  Section 193.624, Florida Statutes, is created to

12

read:

13

     193.624 Assessment of residential property.--The assessed

14

value of residential property may not be increased solely as the

15

result of:

16

     (1) The installation and operation of a renewable energy

17

source device.

18

     (2) Changes, additions, or improvements made for the

19

purpose of improving the property's resistance to wind damage.

20

Such improvements include:

21

     (a) Improving the strength of the roof deck attachment.

22

     (b) Creating a secondary water barrier to prevent water

23

intrusion.

24

     (c) Installing hurricane-resistant shingles.

25

     (d) Installing gable-end bracing.

26

     (e) Reinforcing roof-to-wall connections.

27

     (f) Installing storm shutters.

28

     (g) Installing impact-resistant glazing.

29

     (h) Installing hurricane-resistant doors.

     Section 2.  This act shall take effect on the effective date

31

of the amendment to the State Constitution contained in Senate

32

Joint Resolution ____, or a similar constitutional amendment

33

relating to limitations on an increase in the assessed value of

34

property used for residential purposes, but this act shall not

35

take effect unless Senate Joint Resolution ____, or a similar

36

constitutional amendment, is approved by a vote of at least 60

37

percent of the electors of this state.
