section 320.08056, Florida Statutes, to read:

     (4)  The following license plate annual use fees shall be

collected for the appropriate specialty license plates:

     (mmm) Toomey Foundation for the Natural Sciences Trinity

14

license plate, $25.

     Section 4.  Subsection (65) is added to section 320.08058,

Florida Statutes, to read:

     320.08058  Specialty license plates.--

     (65) TOOMEY FOUNDATION FOR THE NATURAL SCIENCES TRINITY

19

LICENSE PLATES.--

20

     (a) The department shall develop a Toomey Foundation for

21

the Natural Sciences Trinity license plate as provided in this

22

section. The plate must bear the colors and design approved by

23

the department. The word "Florida" must appear at the top of the

24

plate and the words "Sunshine State" must appear at the bottom

25

of the plate.

26

     (b) The annual use fees from the plate shall be

27

distributed to the Toomey Foundation for the Natural Sciences to

28

support educational, research, and scientific activities in this

29

state, including the distribution of funds to qualified entities

30

in furtherance of the stated purposes of the foundation. The

31

foundation shall allocate the annual use fees as follows:

32

     1. Fifty percent may be retained until all startup costs

33

for developing and establishing the plate have been recovered,

34

then such proceeds shall be used as provided in subparagraph 2.;

35

     2. Twenty-five percent shall be used to fund the programs

36

and projects of the foundation; and

37

     3. Twenty-five percent may be used for promotion,

38

administration, and marketing costs directly associated with the

39

operation of the foundation.
