| 2 | A memorial to the Congress of the United States, urging |
| 3 | Congress to adopt legislation that would provide for a |
| 4 | rotating regional presidential primary system. |

| 6 | WHEREAS, the current method by which presidential nominees |
| 7 | are selected in the United States does not allow every state an |
| 8 | opportunity to participate meaningfully in the process of |
| 9 | selecting presidential candidates, and |
| 10 | WHEREAS, a regional presidential primary system would end |
| 11 | the current practice of states attempting to "front load" the |
| 12 | presidential primary calendar, and |
| 13 | WHEREAS, a plan providing for rotating regional |
| 14 | presidential primaries would allow the selection of national |
| 15 | convention delegates to be grouped by region beginning in 2012, |
| 16 | and |
| 17 | WHEREAS, the order in which regional primaries would be |
| 18 | conducted could be rotated among the regions, with the region |
| 19 | conducting the first primary in 2012 conducting the last primary |
| 20 | in 2016, and the region conducting the second primary in 2012 |
| 21 | conducting the first primary in 2016, NOW, THEREFORE, |

| 23 | Be It Resolved by the Legislature of the State of Florida: |
| 24 |
|
| 25 | That the Congress of the United States is requested to |
| 26 | provide for a rotating regional presidential primary system to |
| 27 | begin in 2012. |
| 28 | BE IT FURTHER RESOLVED that copies of this memorial be |
| 29 | dispatched to the President of the United States, to the |
| 30 | President of the United States Senate, to the Speaker of the |
| 31 | United States House of Representatives, and to each member of |
| 32 | the Florida delegation to the United States Congress. |
