House Resolution
2A resolution designating October 2008 as "Breast Cancer
3Awareness Month" in Florida.

5     WHEREAS, breast cancer is the third most frequently
6diagnosed cancer and is ranked third among cancer deaths in
7women in the United States, and
8     WHEREAS, Florida ranks second in the nation for the total
9number of breast cancer deaths and fourth in the nation for the
10total number of new breast cancer cases, and
11     WHEREAS, all women are at risk for breast cancer, the
12single most important factor of which is age since breast
13cancers predominantly occur in women age 50 and older, and the
14risk increases with age until age 80, and
15     WHEREAS, the American Cancer Society estimates that more
16than 11,850 new cases of invasive breast cancer will be
17diagnosed in Florida and approximately 2,760 women will die of
18the disease during the year 2008, and
19     WHEREAS, a woman living in Florida has a one-in-eight
20chance of developing breast cancer, and
21     WHEREAS, for women living in the United States, breast
22cancer is the first most common cause of cancer death in
23Hispanic women and the second most common cause of cancer death
24in white, African-American, Asian-American, and American Indian
25women, and
26     WHEREAS, early detection, through routine clinical
27examinations and mammography screening beginning at age 40 in
28compliance with the American Cancer Society recommended
29guidelines, is the key to detecting breast cancer at the
30earliest stages, and
31     WHEREAS, the 5-year survival rate for breast cancer is 98
32percent if the disease is found in its earliest stages but drops
33to 26.7 percent if the cancer is detected late in a stage of
34metastasis, and
35     WHEREAS, in conjunction with the promotion of October as
36"Breast Cancer Awareness Month," breast cancer awareness
37programs, such as the American Cancer Society's "Reach to
38Recovery" program, will promote early breast cancer detection
39through regular screening, NOW, THEREFORE,

41Be It Resolved by the House of Representatives of the State of
42Florida:

44     That the House of Representatives designates October 2008
45as "Breast Cancer Awareness Month" in Florida and urges all
46women to understand the risks associated with breast cancer, to
47take preventive steps to minimize those risks, and to undergo
48early detection procedures such as mammography and compliance
49with the American Cancer Society recommended breast cancer
50screening guidelines.
