       The Committee on Finance and Tax (Bennett) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 484 and 485
    4  insert:
    5         Section 9. Subsection (5) of section 420.622, Florida
    6  Statutes, is amended to read:
    7         420.622 State Office on Homelessness; Council on
    8  Homelessness.—
    9         (5) The State Office on Homelessness, with the concurrence
   10  of the Council on Homelessness, may administer moneys
   11  appropriated to it to provide homeless housing assistance grants
   12  annually to lead agencies for local homeless assistance
   13  continuum of care, as recognized by the State Office on
   14  Homelessness, to acquire, construct, or rehabilitate
   15  transitional or permanent housing units for homeless persons.
   16  These moneys shall consist of any sums that the state may
   17  appropriate, as well as money received from donations, gifts,
   18  bequests, or otherwise from any public or private source, which
   19  are money is intended to acquire, construct, or rehabilitate
   20  transitional or permanent housing units for homeless persons.
   21         (a) Grant applicants shall be ranked competitively.
   22  Preference must be given to applicants who leverage additional
   23  private funds and public funds, particularly federal funds
   24  designated for the acquisition, construction, or and
   25  rehabilitation of transitional or permanent housing for homeless
   26  persons;, who acquire, build, or rehabilitate the greatest
   27  number of units, and who acquire, build, or rehabilitate in
   28  catchment areas having the greatest need for housing for the
   29  homeless relative to the population of the catchment area.
   30         (b) Funding for any particular project may not exceed
   31  $750,000.
   32         (c) Projects must reserve, for a minimum of 10 years, the
   33  number of units acquired, constructed, or rehabilitated through
   34  homeless housing assistance grant funding to serve persons who
   35  are homeless at the time they assume tenancy.
   36         (d) No more than two grants may be awarded annually in any
   37  given local homeless assistance continuum of care catchment
   38  area.
   39         (e) A project may not be funded which is not included in
   40  the local homeless assistance continuum of care plan, as
   41  recognized by the State Office on Homelessness, for the
   42  catchment area in which the project is located.
   43         (f) The maximum percentage of funds that the State Office
   44  on Homelessness and each applicant may spend on administrative
   45  costs is 5 percent.

   48         And the title is amended as follows:

   50  insert:
   51  amending s. 420.622, F.S.; authorizing the agencies that provide
   52  a local homeless assistance continuum of care to use homeless
   53  housing assistance grants, provided by the State Office of
   54  Homelessness within the Department of Children and Family
   55  Services, to acquire transitional or permanent housing units for
   56  homeless persons;
