       The Committee on Environmental Preservation and Conservation
       (Constantine) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete line 111
    4  and insert:
    5         memorandum of understanding, or otherwise. For property or
    6  other interest that is less than fee simple, the same
    7  protections that apply to the water management districts apply
    8  to the fee simple owner.
