       The Committee on Community Affairs (Wise) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 202 - 217
    4  and insert:
    5         Assessment of homestead property that has declining just
    6  value.-The amendment to Section 4 of Article VII, relating to
    7  homestead property having a declining just value, and this
    8  section takes effect on January 1, 2011.
    9         BE IT FURTHER RESOLVED that the following statement be
   10  placed on the ballot:
   11                      CONSTITUTIONAL AMENDMENT                     
   12                       ARTICLE VII, SECTION 4                      
   13                             ARTICLE XII                           
   14  ASSESSMENT OF HOMESTEAD PROPERTY THAT HAS A DECLINING JUST
   15  VALUE.—In certain circumstances, the law requires the assessed
   16  value of homestead property to increase when the just value of
   17  the property decreases. Under this proposed amendment to the
   18  State Constitution, the assessed value of homestead property may
   19  not increase if the just value of that property decreases.

   22         And the title is amended as follows:
   23         Delete line 6
   24  and insert:
   25  if the just value of the property decreases.
