       The Committee on Transportation and Economic Development
       Appropriations (Dockery) recommended the following:
       
    1         Senate Amendment

    3         Between lines 391 and 392
    4  insert:
    5         (d) The department shall be prohibited from guaranteeing or
    6  assuming any cost overrun or funding obligations of any local
    7  government funding partner in conjunction with any Federal
    8  Transit Administration Full Funding Grant Agreement relating to
    9  commuter rail service.
