       The Committee on Regulated Industries (Deutch) recommended the
       following:
       
    1         Senate Amendment

    4  and insert:
    5  Professional Regulation. Department of Business and Professional
    6  Regulation investigators and inspectors perform an important
    7  regulatory function, which may result in the investigators and
    8  inspectors entering places of business or residences of victims,
    9  witnesses, licensees, or other individuals who are under
   10  investigation by the agency. In many instances, the individuals
   11  under investigation risk possible sanctions including the loss
   12  of their livelihood. As a result, the individuals are not always
   13  willing participants in the investigation and have retaliated
   14  against the investigators and inspectors. The Department of
   15  Business and Professional Regulation has documented reports of
   16  intimidation, threats of violence, and other abuse. The
   17  investigators and inspectors reported incidents where they were
   18  both threatened on the job and at their personal residences.
   19  Therefore, the harm that might result
