       The Committee on Transportation (Dockery) recommended the
       following:
       
    1         Senate Amendment to Amendment (389116) 
    2  
    3         Delete line 348
    4  and insert:
    5  plan. Notwithstanding the provisions of this subparagraph, a
    6  development is subject to the transportation concurrency
    7  requirements if the development's only means of unrestricted
    8  vehicular access is a Strategic Intermodal System facility.
